911 Calls-Caller-ID

We are running CM 6.3 using Redsky Technologies for our PS/ALI vendor.
In compliance with local law we allow dialing 911 and 9-911 but are having an issue with the CM sending the ten digit ELIN number.

Outbound 10 digit calls send out the correct caller-ID but 911 and 9-911 calls consistently show only the extension number for the calling number on multiple call traces. This results in AT&T sending out the BTN for the circuit because they do not see a ten digit number being outpulsed. AT&T has confirmed they are not over riding our 911 calls with the BTN.

I have checked all programming with ARS, dial string, trunk group and the public unknown numbering tables and cannot correct this issue.

Any suggestions where to look?

I have checked the ELE entry and it has the correct number.

The call traces on 911 calls show the calling number only sends my extension number instead of the 10 digit number from the public unknown number table.

I will make those changes. Also we found the trunk-group did not have public unknown numbering format programmed.
