9 showing up on caller ID 1

I setup an unconditional call forward to a Cell phone that passes caller ID(IPO 9.06.979). When the user receives a call on his cell phone digit 9 shows up front of the caller phone number. Is there a way to strip the 9 from the number without removing the 9 from Prefix?
Here is how I setup the system to pass the caller ID:
*2N
Dial
Nss
0 (PRI)

User:
Forward Unconditional: Checked
Forward number : *2 cell number

Under the PRI settings you can remove the 9 prefix but then your dial from directory won't work unless you press a nine then the number.
 
We use (almost) the same short code to forward calls to external targets. We use 797N/Dial/NSSi/PriLineGroup

You can also set the iron to forward incoming numbers in you PRI trunk settings. Then you can avoid that special short code.
