9.1 analog transfer caller to cell phone 2

We set up a button with a cell phone number so the caller can be transferred to the cell phone without having to manually dial the cell number and when the receptionist pressed the TRANSFER button and then this button for the cell phone she got a busy signal right away.
I have the button on the 9508 programmed as a DIAL including a 9+number

We use conference all the time so yes the analog Trunk to Trunk on all 4 lines is checked on.

Any suggestions to check
 
do you have a 9 Prefx programmed on the line, remove it and add try
 
Yes, 9 is set for each analog line.

When I press the TRANSFER button I get an immediate busy signal.

I also checked to make sure the allow CONF calls to continue when the user drops the call. I can actually CONF the caller then DROP from the call and the call is transferred.
 
As said, what does System Status show?

Also what type of IP Office in what mode on what release of software and what type of phone?

And what happens if you dial the transfer number manually?
 
inhibit offswitch forward/transfer was the fix. thank yiy
