9.0 Client install on Win 98

Trying to install to 6 windows 98 clients but I keep getting a message asking for NavCE.msi but the only msi in the client install folder is SymantecAntivirus.msi

Have tried to remove 8.1 client and install with no luck.
Also tried Symantec's directions to manually uninstall.

Anyone run into this?

hi i had a prob with win98 solved it by updating the certificate ...from microsoft
