9.0 Call Control FNE 00 cant break dial tone

Is there a hardware requirement for a PRI using Call Control FNE 00 which allows the user the ability to mask their caller ID number? I can dial into the DID that has the FNE 00 short code set up. I get a dial tone but then I can't break the dial tone for either internal or external. I just keep getting dial tone. I am using one of the PRI carrier cards with the legacy PRI card. I have all the correct items ticked on the users profile.
 
I forgot to mention that I have working just fine on an old 8.1 version
 
No. The feature needs a caller ID. It uses it to look for a matching user, by comparing to the user Twinned Mobile Number settings.
 
Without a matching DID as far as I know the call will declined. For me it sounds as if the IPO doesn't receive DTMF tones.
 
I changed the FNE to 31 and I get dial tone which means it is matching my caller ID number but I still can not break dial tone. Do I need a license of any kind?
 
Try changing the legacy carrier card to the newer PRI-1 card module.
