Can anyone post their QSIG configs that have successfully displayed calling name ID on both ends of a 81C & Definity PRI route? The 81C will let me add RCAP NDI but refuses to let me add any DV*** or PRI RCAP to D-channel, response to DV*I is SCH0099 and PRI is SCH0034.

Try your RCAP as:
COLP NDI CCNI CCBI DV3I
Also make sure you are ISGF in the DCH and the RDB.

Rel 25.40B. I am ISGF in both DCH and RDB. The 81C will let me add RCAP NDI but refuses to let me add any DV*** or PRI RCAP to D-channel, response to DV*I is SCH0099 and PRI is SCH0034. It acts like I'm missing a package or need a patch maybe?

Print your package list in LD 22, and post the DCH config. Something is not correct. It let you define the ISGF inthe interface type, but it is not letting you put in Diversion or path replacement. Interesting.
