800 number fwd to dn which is fwd to external number

This one has me...
I have an 800# that routes to a DID in the switch which is forwarded to an external number.
All works fine from a land line...but if you dial the 800 number or the DID number from a cell phone it gives me a VM msg instead of forwarding the call....any sugs?

why not terminate that 800# on that external number directly?
