Yes, but you may have to buy PM7 directly from Adobe as the PM6.5 Licence Number will have to be validated so that you qualify for the discounted upgrade. Your eligibility for the upgrade is checked during the purchase process.
The copy of PM7 you receive will be a full version with a new Licence Number which is in a different format from PM6.5. It will install into a new folder structure and PM6.5 does not have to be pre-installed on your system, though you may have your PM6.5 CD and/or Licence Number handy (though probably not).
If you already have PM6.5 installed, both versions will run side by side without a problem indefinitely.
Having said all that, I strongly urge you to move straight to InDesign - you PM6.5 licence number will give a discount.
Thanks so much; your info was invaluable - I contacted Adobe and purchased the upgrade. Because of your info here, I'm going to strongly consider InDesign this summer, as well. Maybe this old dog CAN learn new tricks!
Hear, hear John - I was a devotee of Pagemaker for years and was dismayed when I had to move to InDesign. I played around with InDesign Pagemaker upgrade for a while then last year moved to CS3. It's just a case of getting used to anything new - practice makes perfect! I'm sure there's still a lot of ID that I haven't used yet, but I do like what I've seen so far.

I'm still on InD CS2, and really need a bit more PC oomph before installing CS3.
I only get PM out these days to answer the ever-diminishing questions here and on AdobeForums, as InDesign is the first and only tool for serious publications these days.
