Is there a need for the upgrade tool to go from 6.1 XC to 7.0 XC or is it just a plain upgrade. (Swap out the Card after backup)

6.1 to 7.0 is the only swap out upgrade supported

Upgrade note for MICs 7.0: -
Upgrades to MICS 7.0 are only supported from systems
running MICS 6.0 or 6.1 software. If you are running
software prior to MICs 6.0, obtain a MICs 6.1 upgrade
and perform an upgrade to that software first.

Refer the installer Guide Page 207

dont forget to make sure you have the same release of XC. For example, CDA XC vs USA XC. You're lose programming if you currently have a CDA XC and upgrading to USA XC.
