I have set these up onsite and then deployed remotely, but my question is this. It is not an option to go to this site to upload the vpn files. I do have a system in my lab, but it's at 11.0 and the system I need the remote phone for is running 9.1. Will there be any issues loading the VPN files from a later firmware release?

I would say stay with the same FW as on the R9 IPO but you may need to check the R11 release note and check for the compatibility.
Also, If you have remote access, you can download the FW and 46xxsettings/vpn from the IPO and upload them on an http server in you lab, then point the phone to it.

So I downloaded the following files off of the customers IPO and uploaded them to our test system:

46xxvpn.scr
46vpnupgrade.scr
46vpnsetting_readme.txt
46vpnsetting_Template.txt
a10bVPNxxxxx.bin
a20bVPNxxxxx.bin
i10aVPNxxxxx.bin
i20aVPNxxxxx.bin

I can verify that the 46xxupgrade.scr has been edited to add the following line:

IF $GROUP SEQ 876 GOTO DEFVPN
GOTO NOVPN
# DEFVPN
GET 46xxvpn.scr
# NOVPN

I logged the phone (5610) into our test system and changed the group to 876. I watch the phone during boot and it looks it is accessing the 46xxvpn.scr file, but then it just loads to the regular user, and never shows the VPN configuration screen.

What else am I missing?
