54xx phones download firmware after reboot

All of our 54xx phones download their firmware after every reboot of the phone system. At one point I ran the turn_on.bat to get all of our phones to the same level of firmware. I have run the turn_off.bat procedure from the manager directory 3 different times and received the "successful" message and rebooted the phone switch. One time the phones didn't download their firmware after the reboot. The following day I rebooted the phone system and again the phones downloaded the same firmware that was already on them. Does the turn_off.bat not work 100%?
 
Check if you have the "ALLOW_5410_UPGRADES" string in the NoUser's source numbers, if you have then delete it.
 
There is nothing to delete in the NoUser's source number.
 
Well, I tried running the tftp command direct from the command prompt instead of the turn_off.bat file. It seemed to work just like the bat file and returned the file phone_firmware_download_off. I deleted the previous phone_firmware_download_off just for the heck of it before running the tftp command. I've rebooted the phone switch a couple of times and the phones are not getting the firmware again which is good. I wonder if it will stick.
