500 error outside of local host

I've installed Apache 2.0.43 on my winxp machine in hopes of running a small website on here. I've gone through all of the configs and what-not and have added what I believe are the correct values. I am able to see the website using the "localhost" command or using my ip address locally. However outside of my computer.... everyone else gets a 500 error.

Help!!

Describe in detail your network. Specifically, on what address does the XP box reside, and on what IP address does the testing machine reside? ______________________________________________________________________

I have a cable modem hooked up to the computer directly; the ip address is static from my ISP. no internal network and/or server
 
And that static address, it's routeable? ______________________________________________________________________

I think Sleipnir is on to something. The IP your ISP gave you might be an NAT address - basically, it acts the same as an internal IP used for LANs. It only means something to your ISP's network but nothing to the outside world. It is also possible that port 80 is being blocked. You can check this with a program called Port Detective from which will scan your ports and tell you the status of each of them.
