I currently have one site that uses 4 digit dialing internally. I want to set up 5 digit dialing to other sites not on the same network. The users would dial 5 digits and essentially make an outgoing call to the other sites. The DID ranges are basically the same number range even though the area codes and exchanges are different.

so, you want to trick it? Going out PSTN? Then you would use SPNs and DMI tables to conv 5 digits to npa-nxx-xxxx. I would create at RLI 100 with DMI 100 as the references for the SPNs you need in place and config out what you need.
