5 BCM50s with SIP, 2 will not connect to 1

I have a SIP Trunking problem that I cannot figure out

I have 5 BCM50s thru 4 different sites that are interconnected with MPLS.

Site1 has 2 BCM50s
BCM1a can 4 Digit Dial & Transfer Calls to BCMs 1b, 2, 3
Running 6.0.2.05.237
Has 12 SIP Licenses
Has centralized Vmail for BCM1a and BCM1b
Has inbound calls that route directly to BCM1b thru SIP from PRI
BCM1b can 4 Digit Dial & Transfer Calls to BCMs 1a, 2, 3
Running 6.0.2.05.237
Has 8 SIP Licenses
Site2 has 1 BCM50
BCM2 can 4 Digit Dial & Transfer Calls to BCMs 1a, 1b, 3, 4
Running 9.0.1.74.660
Has 4 SIP Licenses
Site3 has 1 BCM50
BCM3 can 4 Digit Dial & Transfer Calls to BCMs 1a, 1b, 2, 4
Running 6.0.2.05.237
Has 4 SIP Licenses
Site4 has 1 BCM50
BCM4 can 4 Digit Dial & Transfer Calls to BCMs 1a, 1b, 2, 3
Running 9.0.1.74.660
Has 4 SIP Licenses

Calls placed by Sets on BCM1a/b to BCM4 do the following:
Once call is dialed (Ex. To 4211 from Set 8262), no ringing is heard, after about 7 seconds of silence (or when recipient picks up the other end), there are 2 beeps and 'Expensive Route' shows on the Set, after another 7 seconds it goes to fast busy.
BCM Monitor shows 'dialing', then drops right before 'Expensive Route' shows on Set.

Calls received by Sets on BCM4 do the following:
Set rings (4211), and shows the callers name (of the Set calling from BCM1a/b), answering the call results in silence, which will later disconnect.

BCM Monitor shows:

While 4211 is ringing (180 is 4211 Line#)
Line001 ?-180 Alerting 8262 - name DNIS: 4211
When 4211 is answered
Line001 4211-4211 Connected 8262 - name DNIS: 4211
Line is silent, Set shows call from 'H8262'

When the caller (8262) gets disconnected ('Expensive Route')
A call appears on the next line, which rings Reception (4221)
Line002 ?-180 Alerting 8262 - name DNIS: 4211
The Reception sees message while Ringing 'Line 126 in Prime'
When 4221 is answered
Line002 4221-4221 Connected 8262 - name DNIS: 4211
Line is silent, Set shows call from 'H8262'

Routing is setup the same at each site, for each site.
Site4 & BCM4 are new to my WAN, but the other older Sites can call with no problem…
