Is this on their end and how you could they address it?
 
If you received the NDR meaning your outgoing message wasn't properly delivered, then yes it's probably on their end. I can think of multiple reasons that can be causing that. I would first look and see if their MX Records and Host(A) records for their mail server are correct. Try to telnet directly to their mail server and see if you can send them an email.
