Not that I have a problem with someone selling a kit to fix this issue, but I've resolved this problem MANY times with the help of a small piece of scotch tape, or any tape of your choosing, or availability.
To sum up the problem, there is a solenoid on the registration assembly. There is a black pad on that solenoid, the purpose for the pad is to keep the arm from making a clacking sound when it fires, but the pad eventually gets sticky, and causes the arm to stick to it. If you take out the registration assy and can put a piece of tape over the black pad, and clean any sticky from the arm, I think you'll be fine.
