We are new to VoIP, and we found the address to the config file that is dished out to our phones, however I am not sure how to access the file to modify it. Ideas?

It is a text file. How you access/modify it will depend upon what you are using for the http server which provides the file.

The file would exist on your phone settings file server. That could be Avaya Utility Server, Avaya MV-IPTEL or another file server.
