4690 phones stuck in discovery and getting registration error

we have 4690 phones which are getting registration error
and stuck in discovery mode. what do i check? what should be DHCP scope for 4690 phones?

what can be done to resolve the issue? pls guide..

4690's use option 176...

The 3.0 FW for the 96 series and 2.9 FW for the 46series accepted the DHCP offer frame: <= 1000 bytes in size.
Unfortunately, this applies not to the 4690er IP Phone. Avaya said: It is also not planned to do this changed for the IP phones 4690er.

Read this on Page 63

The total length of the DHCP packet cannot exceed 1024 bytes, except for 4690 phones.
The total length of the DHCP packet for 4690 phones cannot exceed 576 bytes.
