4690 and Mute button

I have a 4690 (code 2.300) that gets dial tone, but the users cannot activate the mute. They also state that when they have dial tone, the green lights do not activate either (but they do light up upon a power cycle). To see if it was a bad phone, I had them swap with a second 4690. After testing, now the mute cannot be activated on both phones.

I've had a tech verify all connections and the station form does allow mute.

I have dozens of 4690's deployed and have never come across this type of issue.

Any ideas?
 
Only time I seen this problem is if you were installing on an IP office system. The mute never works. Was told they are not "compatible" with IP office.
 
These are connecting to an S8700. My on site tech took a third 4690 and tested, now all three phones have the same issue. You can call to them and from them, but the green lights do no come on and the mute is non functional.

Very strange.
