4621 ip phone defaults to web page

I am working on a customer that has a 4621sw ip phone that defaults to a web page when on a call.
They put a call on hold and they cannot get it back.
(I explained that they can press exit to get back to the phone screen),
But I just want to get rid of the web option altogether.
I may just be stupid but I cannot find any option on the user programming on the phone, in the manager settings, or in the 46xxxsettings.txt file (everything to related to web pages are commented out).
I just want this phone normal, no web option, no way the customer can get to the web, it just serves no purpose except to confuse the customer.
Anyway to set this?, (they have another 4621 that does not have this problem.
