46 member PRI set to descending grabs channel 24 first

The PBX has a PRI trunk group with 43 members in TG1. The TG is set for ascending. The PBX grabs channel 24 (the first channel in the second DS1) every time instead of trunk 1. I took out all of the members of TG1 and re-added them but no change. Swapping the physical trunks between the two ports shows that both trunks are working. If I busy out the second trunk board (channels 24-43), the system will not grab channels 1-23 and gives a waive off.

Before we start thinking hardware, any ideas?
 
Are the DS1 boards in 2 different gateways or carriers? The PBX will always select the most local resource for all call if there are multiple circuits in the same trunk group. i.e.- if a trunk group has cards in cabinet 01a and 01b, a phone in 01a will always choose the ds1 in 01a regardless of your ascending/decending selection.

Thank you lopes1211. I think that answers the question. The DS1 boards are in different carriers. We will need to test with a phone connected to the other carrier to be sure. Appreciate the quick response.
 
I was just thinking, shouldn't the system have grabbed channels from the second DS1 when I busied out the first DS1 board? I got waive off instead.
