450 users in 15 countries public wan can I use shoretel?

hello -- We have 450 employees in about every major capital in the world. Every office has a different phone system, some we don't even own (we just started using them when we moved in), yes crazy. We can't have a private wan as its too costly.

Main idea is to get 4 digit dialing between offices, maybe a conference bridge (had a forum in house but it was old - currently using webex) and ability to call a remote office off net to save long distance.

So can shoretel support something like this?
 
Without a private WAN you will need to deploy site to site VPN using your internet links. However going over the internet there is no quality of service and your voice quality will suffer. If voice quality is not as important as saving money by not deploying private WAN links then you can go with VPN solution.
 
You would also need intelligent routers to set the QoS. They would work with VPN, T1, or MPLS.
