4406D+ Phone Cannot Transfer With Another Call Already on Hold 2

How can I make it so the user can transfer a second call when one is already on hold?
In a Merlin Magix system and a Avaya 4406D+ phone plugged into a 412 LS-TDL, the user often places one external caller on hold while they answer another external line. If the try to use the built in transfer button, the user is unable to transfer the live call to any other extension.
 
How many system access buttons are on the phone? You should have at least three, and you can add more if needed.

There are two SA buttons (one voice, one ring).
The other four programmable buttons are:
-group page
-coverage for another extension
-pickup for extensions
-voicemail

Having two lines is fine, it's just that the calls are answered by a front desk person that often has to transfer the call away to another extension. If she was already on the phone with a customer, and sees the other line ringing, she places the first one on hold. When the first call is on hold, the second call gets answered. Then she needs to be able to transfer the second call away.
 
Doing a test an another phone with more SA lines, I see that the transfer button seems to temporarily need a third line prior to the transfer completing. Can someone verify that three SA buttons are required to complete this action?
 
You are correct. Transferring a call temp. needs 2 SA buttons. If you already have a call on one of the SA buttons, you would need a third to complete a transfer on a new call.
 
That's why you typically have an SA-Ring, SA-Voice, and SA-Originate Only on each extension, the last never receives calls, and thus is reserved for those transfers.
