406v2 Won't Upgrade

I've done this a hundred times but never had this issue. I'm getting "All Units Failed to Transfer". Before I get the usual responses here's the details:
Trying to upgrade 3.2.53 to 5.0.26
48 megs of mem from AT command
password is password
Get the same error if its 406 or modules
I'm using 3.2.99 bins for modules
If I try and reflash a module or reload 3.2.53 I get the same error
I defaulted the config from Manager
I uninstalled, rebooted and re installed Manager
I can't open Monitor or Call Status on the control unit
Connected direct to the 406 to rule out network
I also downloaded and tried it with 3.2.69 Manager

I'm stumped on this one.

I don't think the password is "password" I think it's been changed

If you cannot open monitor or call status then you do not have the right password for it.
Reset the security settings and try again.

The upgrade wizard password has always been password. I did and AT Security reset, and also logged into the security console and don't see anywhere to change the Monitor or the upgrade password. Defualt Administrator password works fine. I can open a config, but cant open Monitor or Call Status. The only thing I haven't done is default the box via AT commands.

I have seen it change to a strange number like: 12434555568768797856343242346679678 or something similar.
You really need to do the AT-SECURITYRESET
