Unfortuantely had a few power problems (new UPS coming), and found that after a total power loss, when the 406 comes back up, everything works fine, apart from incoming calls. Incomming calls are not picked up by the system. Only a software reboot fixes the problem.
Any ideas?

What type of lines are you using? Analog trunks or T!/PRI?

Check to see if voicemail is coming back up after the power outage if calls are answered by an auto attendant. Voicemail must be up to answer incoming calls and it takes a little time for it to start working once the service has started.

You might want to run Monitor and power the IP406 off and then on to see if any errors come up.

Using ordinary POTS lines. Voicemail is up, everything else works, just the incoming calls don't hit the system at all.

Can you make outbound calls? If not Have you checked the POTS line at dmarc for Dial tone?

outbound calls are fine. When I test the lines, inbound works also, its only the IPO that is not picking up the calls.

blown ATM4 or line module comes to mind,
default the system (after backup of the config) and try then if the calls are coming in, if not then it is hardware if they do then it is programming
