I need to send all calles from an incoming number to a special ext. Basicly we need to block all calls from a single CLI. We have PRI with 100 indial. We need to divert regardless which indial is used.

Just create incoming call routes with the incoming CID and your incoming number. Send it to the destination that you want. You can duplicate all you call routes and just input the incoming call id field.

Sounds like a lot of work as the MSN tool doesn't allow CLI input

Use a * to match any number for which a specific matching route does not exist.

Use X's to enter a single digit wild card character.

Note: Calls are matched on the Incoming Number field before they are matched on the Incoming Caller ID, thus if you want to send all callers who withhold their number to Voicemail you may need several entries.

So i think you don,t need that many incoming call-route,s but some with wild characters.
