403.9 error

Suddenly, after several months of running a small shop intranet ( 5 PC's) IIS has ceased to serve. There is a 403.9 error...too many users. This has nothing to do with users per se; the first logon attemp of the day failed. The only thing different I have done is to put a couple of MS Access Data Access Pages on the server, I know of n othing else that has changed. Can someone help?
 
I guess you are running it on Win2k pro or XP pro because there is a limit of 10 connections and as each connection to a database will class as one you will soon run out.
