3com 5231 config error

I have a problem with a 3com 5231 router. We have a lease line going from Mexico (E1) to the border that SBC picks up and send it to our main office to a T1. We have 3Com 5231 routers on both ends connected to RAD CSU/DSU's. All configurations have been checked and everything seems alright. But I still don't get both ends to connect. I get a serial protocol state up line protocol down, however if loopback the connection everything is OK. I have talked to TELMEX, RAD and to SBC to resolve the issue to no avail. If anybody have an idea of how to connect this international connection and can provide any information will be really appreciated.
