Print the TNB of that phone and look for the
Key XX CFW 4 xxxx and change it to KEY XX CFW 10 or make it 16 to be on the safe side.

Also, make sure you have CFXA (Call Forward External Allowed) in CLS...

And you mifgt need to change the CDB (CFO to CFF)
cff/cfo options.. those are in the cdb and give forward control to the inbound trunk or station.. if that opt is cfo (call forward orginating) the inbound trunk's ncos allows of denies external access. most switches use cff so if we give the station cfxa and cfw 8 a station can forward to a local number..
there are several ways around that if you need another option.
