3620 as a frame relay switch

I put 4 serial WIC in the 3620 and configured it to be a frame relay switch. The ports are s0/0, 0/1, 1/0, ands 1/1.
Only port s0/0 will come up and the others are line and protocol down. I double checked the configuration but I don't know what else. The configuration must be OK since s0/0 is up.
the router has 64M dram and 16MB flash ard running 12.3 (9) non interprise IOS.

frame relay route xxx int s0/1 xxx
 
What are they connected to? The other side has to be connected in order for them to be up/up. Are the interfaces up/down, or down/down? Also, since the interface type on the frame switch is DCE, I don't see clock rate set...can you ping from s0/0? Please post a complete config, and mention what the interfaces are connected to. Make sure that if all the serial interfaces on the frame switch are set to be DCE, that the DCE ends of the cables are plugged into the frame switch.

yes, i have the clock rate 64000
i think it was down/down but I'll check it tonight.
the dce end is connected to the frame relay serial ports.

i also have a 3620.. with a nm-4t

here is my config real quick.. i just started to configure it but all my interfaces came up..
its a hub and spoke design.

make sure you have the DCE side of the cable on the switch side.
