3560 PoE not powering a Luxul Amp directly

I have a 3560 8 port PoE Cisco switch. I am trying to power up my Luxul AMP-24-1000g and 1231 AP directly from the switch. When I plug directly to the switch the AP lights up but I get no lights on the amp. When I plug my amp up to a 3com Intellijack switch nj220 and then plug in the switch I get lights on the amp and AP. Does anyone know why I need to put the 3com device between the amp and the PoE switch. Things I tried doing: Cross over cable, Full cross over cable, and full power to 54w on switchport.

It's possible that 1) your switch has an issue and cannot supply enough power i.e. something defective or 2) the switch itself does not have enough power to fully power both devices at the same time.

what does the output of show power inline say?
