3548xl vlan problem

I have a 3548xl and for some reason it wont let me add an extra vlan. I have tried it to add the vlan on the cli and cms, but to no avail. I also receive these messages.

CMS error message :-
Error 14 (Bad parent VLAN ID) received from call to vtp_configure_vlan

CLI error message :-
VLAN 1003 parent VLAN missing
APPLY failed

Oddly enough vlan 1003 is there and apperntly working. Can anyone shed some light on this ?

What is the VLAN number you are trying to add?

It doesn't seem to matter what vlan number i add, it just refuses and gives me one of those messages when i try apply the vlan.
 
What steps are you doing when you try to create one . Did you do the " vlan database" command from the command line ? Once in the vlan database did you do vlan XXX state active command ? Once you get the vlan created it should let you apply it to the interface . It should also show up when you do a sh vlan command . Almost sounds like you aren't creating in the vlan database before applying it but without knowing the steps you are doing it's speculation .
 
Here are the steps i go through when i try to create my vlan.

vlan database
vlan 12 test-vlan

up to this point its fine, and it responds by telling me that it has been created. next step i do is -

apply

its at this point i get the error message :-

VLAN 1003 parent VLAN missing
APPLY failed
 
Can you post the output of show vlan?

You can try to delete vlan.dat file from flash:

del flash:vlan.dat

and then recreate your vlan database to see if the problem has gone away. Also if I remember right, if you want to add VLAN with a name you should add name keyword, eg:

vlan 12 name test-vlan

One more point, has this happen to you since you first created vlan or it is just recent problem? If it is recent, try to step back and figure out what have you configured that affected your VLAN configuration

Yes... I would definately try to delete the vlan.dat file like pmesjar suggested. There might be a corrupt entry in there or something that is freaking it out.
