3400 - no telnet OR console available

We can no longer access the 3400 switch by telnet (states maximum # of telnet sessions active) or by console - which just results in blank page, no login button. We can access via web page but can't do any CLI from there. How can we kill telnet sessions so we can go in and configure timeout options and also get into CLI to do a show run? We used to be able to console it but now we have nothing.
 
Have you power cycled the switch and still gotten the maximum # of telnet sessions active?
 
Unfortunately power-cycling is not an option for this switch, obviously it may have to be at some point but I'm trying to find a solution that doesn't require this method as it's a fairly key switch. We are a 24/7 shop so all power-cycles are hard to organize and support.
 
re-boot is the only option unless you set up ssh, even then the sessions are gone.

When you configure, set a session timeout.
