3300 with a 200el per node 1

I am installing a 200el per node with a 3300 LW 9.0.3.29. The 3300 is an LX.
I have tried cims and fims and the 3300 controller will not recognize the 200el per node. I am using a x-over cable for the cim app and I have reversed the fim cables and no luck.
What gives?
 
What type of per node and Bay control?

You need an ELx cabinet (4 DB 9 connectors on back)
You need a Bay Control III

Wasn't 10.x.x.x required to use the 200 per nodes?

@Jonmk good point which led me to a different concern.

- from the help files said:
Release 9.0 New Hardware

The MXe controller can host SX-200 Bays equipped with BCC III cards. Only limited line interface cards (DNI, ONS, and OPS) in bays are supported; trunk cards are not supported. See the Hardware Technical Reference Manual for a list of supported cards.
It specifies that an MXe is required. You will need to check with product support to see if the LX is a supported controller type.
