3300 IPSETS not booting after reboot

Hi
I posted on here last week but still havent sorted my problem. Ive got a 3300 on 7.1.3.4 with 5215 and 5330 sets.
When the controller reboots the phones dont come back up unless you load them or manually go to each phone and reboot it... anyone got any ideas?

ps last time someone said to check that the resource recovery is on... wheres that?

Go to Maintenance Commands, enter program reboot display.

When your controller is rebooting, do you see 3x squares (flashing) in the top right hand corner of the display?
