3 hour time error

When using Laplink to import a file from my laptop to my PC, I have a "created/modified" time error of 3 hours later on the PC than the "created/modified" time on the laptop. If I "synchronize" my PALM to my laptop, times are correct. If I "Synchronize" my PALM to my PC, all my appointments are 3 hours later. Time on the PC/Laptop are correct, region selected is United States, Eastern time. all appears right. If I copy the PALM data from the laptop to a floppy, write it into my PC, all appointments are still three hours later. If I look at a file in the laptop, using Laplink, from the PC, it shows a creation time of 3 hours later than it actually is in the laptop.
