2nd line does not cover to VM

My customer has a Partner ACS 308 processor with 308EC modules and Partner messaging. One user (Ext. 16)runs a seperate business and requires a two line hunt group on his phone (Partner 18D). The customer ordered two lines from the carrier in hunt. I added the two lines in hunt (line 5, and line 6) to the PBX, Ext. 16 and to Ext. 10. I used #310 to assign Ext. 16 to Voicemail coverage. I used #208 to assign line 5 and line 6 to Ext. 16. When a caller rings line 5, if not answered, the call goes to Ext. 16's voicemail.

HERE'S THE PROBLEM: If Ext. 16 is busy on line 5, a second call to line 5 hunts to line 6 but if un-answered rings to Ext. 10 not to Ext. 16's voicemail.

I rebooted the PBX, checked all the programming and all is correct, but a second call to line 5 still does not go to Ext. 16's voicemail.

All help and or suggestions are welcome. Thanks.
 
I set VMS cover rings for x16 to 2 rings. I confirmed that VMS cover rings to x10 is 3 rings, the test call to x16 line 5 again rang to x10.
I removed lines 5 and 6 from x10, made a test call to x16 line 5 and got ring no answer.
Not WAD!

FYI this is a PACS R6.0 C01.
 
I changed lines 5 & 6 to VMS cover and that solved the problem.
