2nd Level Forward No Answer over Tie line

Phone A is set to FNA to Phone B (Phone B is across a tie line). Phone A does forward to Phone B which has Second Level Call forward turned on but the call does not foward from phone B which is programmed to FDN to voice mail. The call just keeps ringing. does this have something to do with the TIE line?

Phone "A" and "B" are in two different PBXs, if "A" FDNs to "B" over a TIE line.

That being confirmed, I'm not sure SFA would even apply since it is not a Second Level Forward to the "B" system...it is a First Level Forward. But it would be easy to prove by just dialing the B extension from the A site - if it FDNs OK that way, then the question might be related to ESN signaling on the TIE routes (not sure why, but if you don't need ESN, turn it off on the TIE routes)

The other question is where the voice mail system B is FDNing to... is it at the A or B site
