2501 Will not reload with startup config

One of my Cisco 2501's with 10.3(2) IOS
Will not reload with the startup config.
It shows the starup config correctly when
I do a wr mem or a copy run start.
When I reload or reboot it always comes back in setup mode.

Does anyone know why?

Check your configuration register should be something like 0x2102

To check this just do a sh ver

Yeah, you may have to reset it. When the register's set to 0x2142, it will bypass the config stored in flash (basically just ignoring it). If you set the register back to 0x2102, it will read it on boot up again. To do that, get into enabled mode, then into the configuration mode, and type:

config-register 0x2102

Write it out, reload, and all should be cool.
