2250 Console and paging

Up until a couple of days ago , we could access the overhead pagiing by dialing ACOD "75" . Today I was informed the "75" rings to the receptionist . The console can page using "75" but no one else can . I did notice that the top left key on the console has the busy indicator lite . I'm thinking that the operator somehow busied the trunk group for route 9 , but so far I can't clear the condition . I have pressed the top left key , also pressed the shilft/top left . I have disabled the console , outed and rebuilt the route , changed the OPT from ITG - XTG several times . I changed the ACOD from "75" to "70" , still ring to the console if I try to call from another phone .Shown below is the paging setup .
Any suggestions on how to undo whatever was done ?

Sure sounds like TGB to me, especially since the indicator is lit. It is a simple press on or off. Changing the ACOD will not fix it since it is the route # not the ACOD affecting it.
 
If remove route 9 and rebuild , will that clear the issue ? Again , we tried pushing the ICI key but no luck . If we can clear this , hopefully she can't do the TGB again since the OPT in the console programming has been changed . Unfortunately , the operator is overwhelmed with the console , answers most calls with the shotgun approach - pushes all the buttons until someone says hello ..

That may fix it, changing the actual route #. Kinda weird that the indicator will not go out though.
 
Do you think there could be a stuck button or liquid damage to the console?
 
TGB affect route 0-9, don't build routs with those numbers
