I need to catch up with my CAL's because I'm sure my extras have been used up. I was going to wait until 2007 was released so I could just buy 2007 Exchange CAL's, however, I have an internal audit the end of September so I'll have to buy them sooner than later.

Does MS typically extend an upgrade period for recently purchased CAL's to move from the 2003 that I'll be buying to the 2007 that I'm probably going to end up using when it's out?

What they often do is allow a downgrade option - you buy 2007 CALS but that entitles you to use 2003 instead.

I understand that, but the 2007 SKU's aren't out yet according to my vendors, and I need to purchase the CAL's now, before my internal audit, so I can't wait for the 2007 SKU's to arrive.

Get Exchange 2003 CALs with software assurance or whatever they are calling it this week so that they automatically become 2007 CALs on release.

Also check with the software assurance which 2007 CAL you will get as there are 2 different 2007 CAL's.
From MS website:

Q: What are the Exchange Server 2007 licensing options?
A: Customers can purchase the Exchange Enterprise Client Access License (CAL) or the Exchange Standard CAL. The Exchange Enterprise CAL is sold as an add-on to the Exchange Standard CAL. Two server editions will continue to be offered: Exchange Server Enterprise Edition and Exchange Server Standard Edition. You can run either CAL together with either server edition.

Q: What do I get with the Exchange Enterprise CAL vs. the Exchange Standard CAL?
A: In addition to the improvements and new capabilities available with the Exchange Standard CAL, the Exchange Enterprise CAL includes Unified Messaging, advanced compliance capabilities, and on-premises and hosted antivirus and anti-spam protection.

Thanks...hate the concept of software assurance..but probably no way to avoid it this time.
