2003 server browsing performance erratic

Put in a new 2003 server for a client with 7 workstations & 1 networked printer (to replace an old NT4 server). Initally seemed OK but then they started complaining about performance issues. We noticed that when browsing one folder that they often access with around 4000 small jpegs it would either display in around 1 to 2 seconds, or 12 seconds. closing and reopening the window immediately, and again same results (luck is only common factor!). Lent them an old server to use while we rebuilt the server here - complete format and install, active directory but nothing else - restored the data folder and same erratic results. while waiting for the list to be displayed performance monitor lists no processor or network useage (small blip at start of request, and again at end when the windows populates but nothing for the 9 secs in between) - what could be happening?????

What is your client's OS. Server 2003 requires XP and Win2K for clients connected to Server 2003. Here is the link:
