2003 R2 can't install anythign from msi

So I got my first R2 Server. I can't seem to load anything that is in .msi format. I have tried the support tools from the R2 CD as well as a third party app from a hardware vendor. Both start to install then roll back and say they failed, no error codes or anything. Is there a new security setting in R2 that is causing this? Has anyone seen anything like this?

Tried it already, no can do. Windows Server 2003 R2 already as the latest verison through SP1. I had someone look through the msi logs when we tried to run the install with logging turned on, looks like a conflict with SQL Engine. I am going to try to turn off all SQL instances and reattempt the install later today.
