Recently migrated from BCM to 1000E, have IP phones I2002working at one site just fine, but at another site, the 2002 has no displays but the buttons all work when they are pressed.
Partial UNISTIM protocol mismatch? If the buttons work and you can place and receive calls then it's specific to the display state machine.
Perhaps the BCM loaded the phone with newer firmware than the patch levels on the 1000E support. I've had a similar issue moving an up to date phone from our CS1000 back down to a BCM/SRG.
Telnet into your sigserver and issue a 'isetFWShow' and compare the firmware of the offending TN vs the working TNs. There is a magic command to force-downgrade a set, but I don't recall what it is of the top of my head.
