2 Norstars communicating problems

I have Norstar A and B. When either dial 7 to call an extension on the other system, system B goes through to A and rings the appropriate extension, no problems. When system A tries, it gets dial tone ( verified it is the E&M trunk on system B) and when they try to dial any extension they get a fast busy but no display changes. What would cause this? They are identical in software and programming, wiring looks good, they do both reach each system, its just the one gets fast busy instead of the extension.

Are you using Desti Codes or Line Pool codes? Do you have the Target Lines built correctly in system A?

They have to be a different code in each system.
