2 Norstar phones accessing line 1 at the same time

Have a customer who says he can pick up line 1 and his office mate next door can also pick up line 1 at the same time. They are not in any kind of conference mode.
They upgraded their CICS software from 4x8 to standard because they wanted to add a 5th line but I don't think that would cause this kind of problem.

Yes, you'll need to set Privacy to YES.

I think one can pick a memory button on there Business Telephone to turn privacy on or off.
