1XP installation issues

I am getting the following error when trying to install 1XP on a Win 2008 Server.

The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. Error code is 2738.

I even tried redownloading from the Avaya site again, same error.

what else are you running on the server?
are you installing it as admin?

Right click on the file and select properties. If there is an unblock or something like that button then click it. Try installing again.
