I recently purchased a 1720 router with IOS 12.0 installed and was trying to upgrade to 12.3 or higher. Cisco will not allow a download without a service contract which I was willing to purchase but the option is no longer available(end of life per Cisco). Are these images available elsewhere, are there other options or I am just out of luck?

You have 3 options.
1- Check and see if your current IOS version has a security advisory. Cisco will offer you a free upgrade. I don't know what version that they will give you but it is worth a look.
2- Check EBay. I believe you can find a legal version there.
3- Puchase from Cisco
Does your current router meet the memory requirements for 12.3?
