16xx, 96x1 & 96xx files on same MVIPTEL Server question

im currently running 16xx phones on the mviptel and doing backup/restores perfectly. i can also do 96xx ones fine too, but here is my question. With each of these series of phones there is a release.xml file and with the new 96x1 phones there is a different signature file.
can someone explain what these files do and which ones should i use? or maybe having all 3 types isnt supported on same server. they all seem to work fine but want to better understand what these files are.

The release.xml file is information about the release. It's not actually used by the phones. I don't even bother putting the file on the server.

We are trying to get 9640 and 9608 phone to boot from our IIS Server and only 1 model phone will work corectly as the other phone is not picking up the correct files. When I point 1 of the phones to my PC running MV IPTel it works fine, but how do we get both phones to boot from 1 server?
