It can/will still happen with multiple VLANs/subnets etc. Make a trace and see what it shows. By "will not call" what do you mean? It's quite a vague description of the issue, what actually happens when you try?
key word here is new, go to other ip phones that are working and view the ip settings and compare, might be on incorrect network settings or a wrong vlan etc... who is providing the DHCP settings or are they static?

when you call from one IP ext it will not ring or show that a internal call has been made to it. I'm getting dial tone every few seconds and can call into a digital phone, and I can get a call from a digital phone. I have two 9620L's that work fine off the same IPO.
Your not answering my questions, how is the phone getting it's ip address? from a dhcp server or from the ip office? have you viewed the ip network setting from another ip phone to see if the new onew are addressed incorrectly, most likely this is a network issue

are the new ones in the same range and subnet as the other ip phones that are working? also the two new extensions are built as H.323 correct? and you do have the users built for them as well correct?
